Edo PDP Expels State Publicity Secretary Bob Manuel Umoru After Disciplinary Proceedings

The Edo State chapter of the the Peoples Democratic Party (PDP) has announced the expulsion of its State Publicity Secretary, Mr. Bob Manuel Umoru, following the conclusion of disciplinary proceedings which the party said found him culpable of acts amounting to gross misconduct and conduct capable of bringing the party into disrepute.

The decision, which has further heightened political discussions within the party’s Edo State chapter, followed recommendations originating from the PDP Ward 6 Executive Committee in Etsako Central Local Government Area and subsequent endorsements by the Etsako Central Local Government Executive Committee, the party’s State Disciplinary Committee, the State Executive Committee (SEC), and ultimately the State Working Committee (SWC).

According to official documents released by the party, the disciplinary process culminated in an emergency meeting of the State Working Committee held on June 27, 2026, where members unanimously adopted the recommendations of a disciplinary panel constituted to investigate allegations against Mr. Umoru, resulting in his expulsion from the party and immediate removal from his position as State Publicity Secretary.

Minutes of the disciplinary committee meeting, held virtually on June 25, 2026, indicated that the committee, chaired by Pa Martins Osakue and comprising Dr. Wilson Imongan, Hon. Abbas Jega, Hon. Nosa Iseleomon, and Barrister William Usman, extensively reviewed documentary evidence, video materials, and communications relating to allegations of misconduct against Mr. Umoru.

The committee stated that, in keeping with the principles of fair hearing and natural justice, Mr. Umoru was invited to appear before it and was afforded the opportunity to respond to all allegations brought against him. According to the committee’s findings, one of the major issues examined involved public statements allegedly made by Mr. Umoru concerning the internal affairs, organization, and activities of the Peoples Democratic Party in Edo State, which the committee said had generated public controversy and provided political opponents with grounds to question the party’s internal cohesion.

The committee further stated that during the proceedings, Mr. Umoru acknowledged issuing certain public statements without obtaining prior authorization from the State Working Committee, explaining that he believed his role as spokesperson of an opposition party required him to vigorously challenge the policies and actions of the ruling party. However, members of the disciplinary panel maintained that official statements issued on behalf of the party required prior authorization and argued that some of the comments attributed to him had portrayed the party negatively and undermined its public image.

The committee also considered issues relating to Mr. Umoru’s relationship with party structures at the ward level, including matters arising from his purported expulsion by party officials in his ward. According to the committee’s report, deliberations on these matters contributed to its conclusion that Mr. Umoru’s actions constituted conduct prejudicial to the interests, unity, and reputation of the Peoples Democratic Party.

At the conclusion of its proceedings, the disciplinary committee found Mr. Umoru guilty of what it described as gross misconduct and actions capable of bringing the party into disrepute and consequently recommended that his expulsion, as initiated by the Ward and Local Government Executive Committees, be endorsed by the relevant organs of the party. The committee further advised that individuals occupying sensitive positions within the party should be subjected to thorough scrutiny and recommended that identified grievances within the party should be addressed through more frequent leadership consultations and engagements.

In a separate resolution dated June 25, 2026, members of the Edo State Executive Committee of the Peoples Democratic Party formally endorsed and ratified the recommendations of both the Ward and Local Government Executive Committees concerning Mr. Umoru. The State Executive Committee stated that its decision was taken in accordance with the provisions of the Constitution of the Peoples Democratic Party (2017 as amended), emphasizing the need to uphold party discipline, loyalty, organizational integrity, and internal cohesion.

The resolution further declared that upon the effectiveness of the expulsion, Mr. Umoru would cease to enjoy all rights, privileges, benefits, and recognition accruing to members of the Peoples Democratic Party and would no longer represent, speak for, act on behalf of, or hold himself out as an officer, member, representative, delegate, appointee, or stakeholder of the party at any level.

The final communication conveying the decision was issued through a memorandum dated June 28, 2026, signed by the Edo State PDP Secretary, Chief Hillary Otsu. The memo informed Mr. Umoru that the State Working Committee had adopted the recommendations of the disciplinary committee and directed him to immediately cease issuing statements or presenting himself as the State Publicity Secretary of the Edo State chapter of the party. He was also instructed to surrender all party properties and materials in his possession and refrain from attending party meetings, functions, and activities.

In a separate correspondence addressed to the chairman of the disciplinary committee, the Edo State leadership of the Peoples Democratic Party commended the panel for what it described as its diligence, professionalism, fairness, and speed in handling the matter. The leadership expressed satisfaction with the committee’s work and stated that the disciplinary process demonstrated the party’s commitment to internal accountability, organizational discipline, and the preservation of party unity.

The expulsion of Mr. Bob Manuel Umoru marks one of the most significant internal disciplinary actions taken by the Edo State chapter of the Peoples Democratic Party in recent years and is expected to further shape political conversations within the state’s opposition landscape in the months ahead. As of the time of filing this report, there was no official response from Mr. Umoru regarding the decision of the party.
