Lucky Eseigbe Hails Okpebholo’s Performance-Driven Governance as Edo Three-Day Leadership Retreat Signals New Era of Accountability

Edo State Commissioner for Physical Planning and Urban Development, Hon. Sir Dr. Lucky Eseigbe, Esq., has commended Governor Monday Okpebholo for what he described as a decisive and reform-focused approach to governance, as senior public officials converged in Udomi, Esan Central Local Government Area, during a three-day Orientation and Strategic Leadership Retreat aimed at repositioning the state’s public service for measurable performance and accountability.

Speaking on the sidelines of the retreat, themed “High Performing Public Service for Sustainable Development of Edo State,” Eseigbe said the initiative reflects the Okpebholo administration’s commitment to building a disciplined, results-oriented government anchored on professionalism, teamwork and service delivery.

According to him, the retreat has provided a critical platform for aligning political leadership and the civil service around a shared vision of governance, while reinforcing the importance of collective responsibility across ministries, departments and agencies.

“This retreat is a clear statement of intent by Governor Okpebholo. It shows that this administration is serious about performance, accountability and sustainable development. By investing in leadership orientation and strategic thinking, the government is laying a solid foundation for effective service delivery to Edo people,” Eseigbe said.

During the retreat, Governor Okpebholo reiterated that his administration is guided by the S.H.I.N.E Agenda, which he described as a practical governance framework designed to deliver tangible results rather than empty promises. He emphasized that the gathering was not a social event, but a deliberate governance intervention aimed at strengthening institutional capacity and improving coordination within government.

The governor stressed that good governance thrives on teamwork, warning that no ministry, agency or appointee can succeed in isolation. He also issued a strong warning against the misuse of public office, reminding participants that leadership is a call to service and not an avenue for personal enrichment.

“Every naira must deliver value, and every policy must produce measurable results. Performance will be monitored, and excellence will define relevance in this administration,” Okpebholo told participants.

Eseigbe noted that this clear emphasis on discipline, transparency and performance monitoring represents a significant shift in the culture of public service in Edo State, with long-term benefits for infrastructure development, urban planning and overall socio-economic growth.

He further observed that hosting the retreat in Udomi underscores the administration’s inclusive governance approach and commitment to engaging communities beyond the state capital, while strengthening the bond between government and the people.

The retreat also featured strategic sessions on Project S.H.I.N.E, presented by the Secretary to the State Government, Umar Musa Ikhilor, Esq., outlining the administration’s roadmap for institutional reform, economic development and sustainable growth, while the Head of Service, Dr. Anthony Okhungbowa, Esq., expressed optimism that the engagement would translate into improved leadership capacity and enhanced public service delivery.

With commissioners, special advisers, permanent secretaries and heads of MDAs participating actively throughout the three-day engagement, Eseigbe said the retreat marks a turning point in Edo State’s governance trajectory, positioning the Okpebholo administration to deliver efficient, accountable and people-centered leadership.

According to him, the gains from the retreat will not only strengthen internal government processes but also restore public confidence in governance, as Edo State moves toward a future defined by discipline, performance and sustainable development.
