One year after assuming office as Director General of the Edo State Health Insurance Commission (EDOHIC), Dr. (Mrs.) Augusta Ikpea-Enaholo has laid a solid and enduring foundation for a more resilient, inclusive, and people-centred health insurance system in Edo State. Her first year in office, spanning January 2025 to January 2026, has been marked by purposeful leadership, institutional reforms, and measurable progress in expanding access to quality healthcare, particularly for the most vulnerable residents of the State.

This milestone comes within the context of a new administration under His Excellency, Senator Monday Okpebholo, Executive Governor of Edo State, whose visionary leadership and unwavering support have provided the enabling environment for continuity, stability, and reform within the health insurance sector. Under Governor Okpebholo’s stewardship, EDOHIC successfully navigated a political transition while strengthening governance frameworks, safeguarding institutional integrity, and accelerating progress toward universal health coverage.

Within her first year, Dr. Ikpea-Enaholo prioritized strategic leadership and governance, positioning EDOHIC as a credible and nationally recognized institution. The Commission earned the prestigious IHIMN Leadership Award in April 2025 as the Best Health Insurance and Managed Care Government Agency in Nigeria, a recognition that underscored Edo State’s growing leadership in health financing and insurance reform. This national acclaim was further reinforced by a comprehensive corporate rebranding unveiled in December 2025, signaling a renewed commitment to transparency, professionalism, and universal health coverage.

Policy innovation featured prominently during the year, with the introduction of standardized Emergency Care Policies and Emergency Protocols aimed at improving urgent medical response and protecting enrollees at critical moments of care. These reforms strengthened accountability, enhanced regulatory clarity, and reinforced the Commission’s mandate to place people at the centre of service delivery.

A major pillar of the Commission’s progress has been the modernization of enrollment and data systems. Under Dr. Ikpea-Enaholo’s leadership, EDOHIC transitioned from fragmented and temporary records to a more permanent, secure, and statewide health database through strategic collaboration with the National Identity Management Commission. The integration of National Identity Numbers as a primary verification tool strengthened data integrity, improved planning, and enhanced transparency across the Scheme. The introduction of individual identity cards for dependents, QR-code verification systems, and database revalidation further streamlined enrollee authentication, feedback, and monitoring processes.

Operational efficiency also recorded significant gains. The strengthening of the claims pre-authorization system reduced turnaround times, minimized service delays, and improved provider accountability, while enabling closer monitoring of treatment plans to ensure adherence to best practices. These reforms contributed to improved trust between healthcare providers, enrollees, and the Commission.

In line with the Governor’s commitment to equity and social protection, the Commission expanded coverage to vulnerable populations through the launch of the Philanthropist Health Insurance Initiative. This innovative adopt-a-beneficiary model mobilized private donors and partners to support underserved groups, resulting in the enrollment of over 800 vulnerable residents in its first phase. Sustained revalidation and re-enrolment of state and local government pensioners further strengthened social inclusion, while ongoing work on a Diaspora Health Initiative aims to harness support from Edo indigenes abroad for families and communities at home.

Service quality and provider management were equally prioritized. EDOHIC expanded and strengthened its network by accrediting additional public and private healthcare facilities across all 18 local government areas of the State. A firm zero-tolerance policy for poor service delivery was institutionalized, with corrective actions, public accountability measures, and refunds where necessary. Capacity-building initiatives for healthcare providers improved claims management and service standards, while top-performing facilities were formally recognized.

Beyond systems and structures, the Commission experienced a notable cultural shift. Under Dr. Ikpea-Enaholo’s inclusive and disciplined leadership style, EDOHIC transitioned from a process-driven institution to an enrollee-centred organization. Weekly feedback calls to hospitalized beneficiaries, expanded customer support channels, and structured enrollee education initiatives strengthened responsiveness, dignity of care, and public confidence. Advocacy and sensitization tours across Ministries, Departments, and Agencies reinforced intergovernmental collaboration and emphasized that health insurance is a shared responsibility across sectors.

Internally, governance, legal compliance, and institutional controls were reinforced. Standardized operating procedures, performance-based appraisals, management retreats, and strengthened legal frameworks enhanced transparency, accountability, and staff morale. Across departments, staff welfare, professional development, and teamwork were prioritized, fostering a renewed sense of ownership and purpose within the Commission.

As EDOHIC marks one year of stewardship under Dr. Augusta Ikpea-Enaholo, the achievements recorded reflect not only her disciplined, compassionate, and visionary leadership, but also the enabling support of His Excellency, Senator Monday Okpebholo, whose administration continues to champion accessible, affordable, and quality healthcare for all Edo people. Together with development partners, healthcare providers, MDAs, community leaders, donors, and enrollees, the Commission has built a strong platform for sustained progress.

With a firm foundation now in place, EDOHIC enters its next chapter positioned to deepen coverage, strengthen quality, and accelerate the realization of universal health coverage in Edo State—ensuring that no resident is left behind and that healthcare truly becomes a right enjoyed by all.
